The KRSU framework emphasizes the exchange and uptake of evidence-based knowledge. It is meant to catalyze collaboration, mutual learning, and adaptation in order to tap into proven resilience-building strategies and technologies.

The work draws on the multi-stakeholder and evidence-based methods used by Tufts University in the East Africa region since the mid-1990s.

The process is centered on collaboration with regional and government partners to bolster knowledge flow and management at local, national, and regional levels.
